ARPA (American Rescue Plan Act) Fund Request

On March 11, 2021, the American Rescue Plan Act (ARPA) was signed into law, establishing the Coronavirus State Fiscal Recovery Fund and Coronavirus Local Fiscal Recovery Funds.  Combined, these make up the Coronavirus State and Local Fiscal Recovery Funds “SLFRF,” oftentimes referred to in short as the “ARPA” funds.  This program is intended to provide support to State, territorial, local and Tribal governments in responding to the economic and public health impacts of COVID-19 and in their efforts to contain impacts on their communities, residents, and businesses. 

Blaine County expects to receive nearly $4.5 million in SLFRF funding dispersed between 2021 and 2022, which must be spent by 2026. In an effort to process ARPA – SLFRF funding requests, the Blaine County Board of County Commissioners created a process for parties to submit their requests for funding from Blaine County. The application process ended on August 25, 2022, and the allocation of funds will be posted on this page.

  4. Category Number One

    Responds to the COVID-19 public health emergency or its negative economic impacts (including, but not limited to: disease mitigation efforts; behavioral and other healthcare services; economic assistance or other equity-focused services to hardest-hit communities or households, such as affordable or supportive housing, and; support for impacted industries).

  5. Category Number Two

    Supports essential workers during the COVID-19 public health emergency by providing premium pay to workers via grants to eligible employers in certain key sectors, such as, but not limited to: healthcare, grocery and food services, education, childcare, sanitation, and transit (must be fully additive to worker’s wages).

  6. Category Number Three

    For the provision of government services, to the extent of the reduction in revenue due to the COVID-19 public health emergency, relative to revenues collected in the most recent full fiscal year of the recipient prior to the emergency.

  7. Category Number Four

    Improves water & sewer or broadband infrastructure (including investments intended to facilitate the creation of affordable and workforce housing).
