Animal Control Officer

Pay Range: $16.75-17.75 per hour DOE / Part Time

Description:

TYPICAL DUTIES AND RESPONSIBILITIES

Essential

Ø  Responds to and serves the public with courteous good will.

Ø  Impounds stray dogs in a humane way and transports to animal shelter for safe keeping.

Ø  Prepares investigative and other reports, including sketches, using appropriate grammar, symbols and mathematical computations.

Ø  Exercises independent judgment in determining when there is reasonable suspicion to detain, when probable cause exists to search property for violations of the animal code.

Ø  Operates a County owned truck to facilitate the removal and impoundment of animals.

Ø  Communicates effectively and coherently over law enforcement radio channels.

Ø  Gathers information in criminal investigations by interviewing and obtaining the statements of victims, witnesses, suspects and confidential informers.

Ø  Issues citations and gives warnings both written and verbal.

Ø  Issues live traps to citizens for capture of dogs, cat, skunks, raccoons, porcupine. Showing the citizen the proper use of the trap and proper use of freeing said animal.

Ø  Educates the public on the care and safety and responsibility of owning live animals. To include nuisance violations such as running at large, barking, chasing people, biting and other such nuisances,

Ø  Enforce all animal codes (County and State) within the County (excluding within the Cities jurisdiction).

Ø  Issues citations and prepares court documents for future adjudication.

Ø  Investigates possible animal cruelty/neglect issues.

Ø  Educate the public on animal behavior that could endanger the publics health and welfare, such as snakes, raccoons, foxes, skunks, wild dogs. mice.

Ø  Investigate and gather evidence in the case of a citizen requesting to file formal charges (citizen complaints) on a subject.

Ø  To prevent and inhibit the introduction of Exotic animals or species (not native to Idaho) into Blaine County.

Ø  To remove a domestic animal to a veterinarian care center when injured as result of auto accident, or injury from another animal when owner is not known at present time. Attempt to locate owner or caretaker of the animal's injuries. Notify the proper agency of wild life that has been injured including assist in removal of animal.

Ø  To notify the livestock owners (sheep, cattle, horses) of citizen complaints involving such animals.

Ø  Reads and comprehends legal and non-legal documents, including the preparation and processing of such documents as citations, affidavits and warrants.

Ø  Educate the public on prevention and introduction of Zoonoses diseases in animals within Blaine County.

Ø  Testifies in court and appears as complainant or witness in criminal actions.

 

Additional

Ø  Performs other related duties as required.

Ø  Assists other County Officers and other agencies as requested.

 

QUALIFICATIONS

Essential

Ø  Position involves heavy lifting (at least 75 lbs.), pushing, climbing, balancing, stooping, kneeling, crouching, crawling, standing, reaching, walking, pulling, grasping, talking, hearing, and manual dexterity to manipulate keys and keyboards, operate levers and buttons, manually operate heavy doors and to count, collect and inventory small items.

Ø  Performs duties under physical duress and (emotional/mental) stress.

Ø  Position requires mobility in external working environment under adverse conditions.

Ø  Life threatening conditions are possible.

Ø  Animal Control Academy preferred.

Ø  National Animal Control Association one of the levels I, II,III certification preferred.

Ø  Ability to pass a criminal background investigation.

Ø  Ability to meet POST physical standards and department physical standards.

Ø  Working knowledge of Animal Control laws and codes, procedures and techniques; State and local laws and regulations, administrative and management procedures.

Ø  Verbal communication skills.

Ø  High School graduate or equivalent

Ø  Ability to perform essential duties with efficiency and accuracy.

Ø  Ability and desire to attend any Animal Control School or related classes.

Ø  Working knowledge of animal behavior helpful.

 

Additional

Ø  College education is preferred.
